Consultant – Manara Network’s’ System of Monitoring, Evaluation, Accountability and Learning
Background
The Swedish International Development Cooperation Agency is related to the Swedish government's strategies for civil society organization where its basic and logical motive is the existence of a vibrant and pluralistic civil society in the developing countries, using a rights-based approach which is a prerequisite for democratization, poverty reduction and for achieving an equitable and sustainable global development.
According to this strategy, the results framework of the Global Program of Civil Society Organizations focuses on the protection and governance of children's rights on three levels:
Changes in legislation, policies and practices.
Civil society capacities to support children's rights.
Changes in children's participation and active citizenship.
The regional program of the Middle East and North Africa, implemented by Save the Children in Sweden and Lebanon, focuses on supporting Manara network of local organizations to enable children living in the region to become rights activists in accordance with the necessary tools and knowledge to represent themselves and their peers in the wider community.
The network consists of 11 non-governmental organizations from 9 Arab countries in the Middle East and North Africa: Popular Relief Organization (Iraq), Alef, Nabaa (Lebanon), the Egyptian Coalition for Child Rights (Egypt), Amal (Tunisia), Nada (Algeria) , Bayti (Morocco), Soul (Yemen), Democracy School (Yemen), Mizan (Jordan), and the Mauritanian Association for Mother and Child Health (Mauritania).
The main objective of the network is becoming a powerful advocacy platform in terms of governments, aiming to urge them to change laws, policies and practices related to the realization of children’s rights and also to support children’s participation and child/youth-led initiatives in the region, which makes them the rights defenders and the leaders of change. Accordingly, the adult perceptions of children’s capabilities and capacities to act against rights abuses at all levels would be reformed and changed.
Based on the second objective of the program, Manara Network conducted an organizational capacity assessment in December 2020 with the support of Save the Children. This revealed the need for Manara Network to strengthen the monitoring, evaluation, accountability and learning system. Thus, the main objective of the consultancy is addressing the gaps of Manara Network’s system and working on bridging it through development and improvement.
Purpose:
Manara Network strives to hire a consultant for the purpose of boosting the system of monitoring, evaluation, accountability and learning.
Expected results/outputs
Based on the network's strategy and mission, the consultant will develop a monitoring, evaluation, accountability and learning strategy based on the context, the standard operating procedures, the roles of the network members and the advisory team.
The consultant will coordinate with network members to develop accountability and feedback mechanisms and tools for Manara Network based on the existing mechanisms.
The consultant will review and develop the network’s information management systems and tools, including data management, data cleaning operations, and data security management.
The consultant will develop training tools and provide system training for Manara Network members and program staff with a focus on theory of change, performance management systems, and measurements, including indicators of identification, measurement, customization, realism, time, qualitative and quantitative aggregation, data analysis, principles of accountability and good practice, and learning agendas.
Based on the network's strategy and mission, the consultant will develop a monitoring, evaluation, accountability and learning strategy adapted to the context and standard operating procedures, and the roles and responsibilities of network members and the advisory team.
The consultant will coordinate with network members to develop accountability and feedback mechanisms and tools for the Manara Network based on their existing mechanisms.
The consultant will review and develop network information management systems and tools (data management, data cleaning operations, data security management).
The consultant will develop training tools and provide system training for Manara Network members and program staff with a focus on theory of change, performance management systems, and measurements, including indicators of identification, measurement, customization, realism, time, qualitative and quantitative aggregation, data analysis, principles of accountability and good practice, and learning agendas.
Approach
The use of interactive and participatory approaches including continuous consultation, workshops and meetings with stakeholders in the Manara Network is recommended.
Time frame
These consultations are expected to be completed in a period of 30 days during the months of October, November 2022
Proposed plan
The consultant will hold an initial meeting with the beacon network to provide an overview of the work of the network and define the consultancy expectations and action plan.
The consultant will perform a rapid assessment of the network's current M&E system (including desk reviews).
The consultant will send an initial report based on the meetings with the Manara Network and based on the evaluation result.
The consultant will conduct initial consultations and workshops to develop the network system, etc...
- The consultant will develop the monitoring and evaluation system for the Manara network and its tools.
The consultant will train Al-Manara network employees on the developed systems and tools.
The consultant will report to the project manager of the Manara network and the M&E system specialist in Save the Children Lebanon. Save the Children and Manara Network will provide the relevant essential documentation needed for the mission and will hold regular follow-up and planning meetings with the consultant.
Required experience
Bachelor's or Master's degree in a field related to project management, international development and/or social sciences and information management.
At least 5 years of experience as an M&E system expert, issue and learning manager, and at least one previous experience as a consultant.
Experience in approaching M&E principles in development programs, using both quantitative and qualitative methods is an added value.
Experience in working with networks and coalitions of civil society organizations in similar tasks.
Strong experience in donor requirements and expectations.
Demonstrate the ability to impart knowledge to diverse audiences through coaching and mentoring.
Prior knowledge of the target country/region in the network.
